The United States Dual-Track Strategy for Biotechnology:Policy Framework,Potential Impact,and Countermeasures

Abstract
Biotechnology has become a new frontier in the strategic competition between the U.S.and China.In 2025,the U.S.National Security Commission on Emerging Biotechnology(NSCEB)released the report"Charting the Future of Biotechnology:An Action Plan for American Security and Prosperity."This article analyzes the positioning,overall design,and strategic measures of the dual-track strategy of"accelerating domestic innovation while delaying China's development,"examines subsequent relevant legislative and policy trends,and assesses its potential impact on China.The dual-track strategy exerts systematic pressure on China's biotechnology industry from four dimensions:access to cutting-edge technology,equipment,and data;supply chain"de-Sinicization"and market access;cross-border financing channels;and international talent mobility and cooperation.This article proposes countermeasures and suggestions,including improving top-level design and risk monitoring,consolidating basic research and key technology breakthroughs,enhancing supply chain autonomy and controllability,expanding funding channels,and strengthening talent cultivation.关键词
