Abstract
The inventory of the right to use state-owned construction land is a key special task in the inventory of natural resource assets.The accuracy and objectivity of its results are directly related to the scientificity and precision of the government's land resource allocation as well as the effectiveness of subsequent supervision and decision-making.To further promote the scientific and efficient conduct of this work,this paper systematically sorts out the implementation path,major difficulties and corresponding strategies of the construction land use right inventory,based on practical explorations in Shanghai.The study finds that the current inventory of construction land use rights still faces multiple challenges in data cleaning,information linking and settlement of historical legacy issues,which are specifically reflected in such practical predicaments as scattered basic data,conflicting cross-references,unclear attributes of partial data and insufficient informatization.These problems arise not only from the imperfect early management mechanisms and inconsistent technical standards,but also are closely associated with the complexity of land development and utilization amid rapid urban expansio collaborative governance.In response to the above situations,this paper puts forward operable strategic suggestions from the aspects of improving technical rules,strengthening data governance,facilitating multi-department collaboration and enhancing the technical capacity of the inventory team.The purpose is to provide practical reference for the inventory of construction land use rights and its regular updating work,and help improve the level of systematic and refined management of natural resource assets.关键词
