Unthinking the Myth of"Progress":The Rise and Decline of the Modern World-System and Globalization
摘要
Abstract
The concept of"de-globalization"has sparked extensive academic discussions in recent years,with some scholars viewing it as a"historical regression".This perspective implies that"globalization"is a product of modern civilization and the inevitable destination of human development,suggesting that only by re-embracing the previous wave of globalization can history return to its right track. In contrast to the conventional view,this paper argues that this narrative of globalization,which implicitly carries a western-centric logic,distorts the fundamental understanding of the"era".It abstracts the phased practices led by the West as an inevitable trend of historical development.On the contrary,the Western-style globalization wave that swept the world is essentially an external manifestation of the dynamic evolution of the modern world system.The modern world system has two core features:the combination of long-term development trends and cyclical fluctuations,and the nature of being a complex of exploitation and conflict under an unequal relationship.With capitalism at its core,the modern world system exhibits cyclical characteristics in both the"world economy"and"hegemonic transitions",leading to periodic rises and falls in the process of globalization.During its expansion,Western countries established an unequal world order,causing harm to developing countries and the lower classes.The main driving force behind the current wave of de-globalization also stems from the strategic adjustments of Western countries in the context of the contraction of the world system. Historical practice shows that the globalization led by the West is not an independent will with a"progressive"attribute.It is neither the only form nor the inevitable destination of human interconnection,nor is it the starting point or endpoint of globalization.From the perspective of"hegemonic maintenance",when the capitalist world economy,rife with exploitation,oppression,and hierarchical features,shows cracks,and when technological competition intensifies and the rise of the Global South greatly challenges the unipolar hegemonic system led by the United States,world politics does indeed experience"stagnation"and"regression".Therefore,based on this,the"de-globalization"prescription for the times should not be a blind call for the return of the old-style globalization,but rather the search for a more"equal and orderly","inclusive and beneficial"form of global interaction.In this sense,China's rise is not a hegemonic transition within the modern world system,but rather the creation of a"new form of human civilization".关键词
