The Global Governance Initiative and New Development in the Global South:A Perspective of the Process of International Public Goods Provision

Abstract
How can the Global Governance Initiative empowers the development of the Global South?This article analyzes the way that the Global Governance Initiative reshapes international public goods'supply pattern and empowers the Global South from the perspective of supply process.The current international public goods supply system suffers from deficiencies in addressing the development,security,and governance demands of the Global South.It has transformed non-exclusive and non-competitive international public goods into club products that serve the interests of only a few countries,resulting in a serious supply deficit and legitimacy crisis in global governance.The Global South needs to explore alternative approaches of international public goods supply.This articlereasonably draws on Inge Kaul's theory of international public goods,introducing a supply process perspective to construct a comprehensive supply chain which encompasses"supply side—intermediate public goods—final public goods—demand side".It dissects the multiple deficiencies of the Western global governance model in the security and development domains.Based upon this,the article evaluates the scientificity and rationality of the Global Governance Initiative through the logic of"demand-side stimulation—supply-side response—intermediate-side regulation—final-side output—demand-side verification",exploring how the initiative can reshape the global governance supply chain pattern and empower the Global South's development,and proposing paths for its implementation.This article aims to reveal the value of the Global Governance Initiative in promoting the Global South to develop independently,breaking the shackles of Western institutional hegemony,and providing public goods efficiently.It provides theoretical support and practical paths for building a community with a shared future for mankind.关键词
