摘要

Abstract

This paper introduces a conceptual model,takes QX/T 549-2020,Specifications for meteorological disaster early-warning message dissemination on website,as the research object,constructs evaluation indicators for its implementation effect,and extracts quantifiable core indicators such as applicability,scientificity,application degree,and application benefit,which are simultaneously applied to the analysis of the practical application of meteorological disaster warning dissemination in Jilin Province.The evaluation results show that the standard has been successfully integrated into the construction of Jilin's local national debt projects and the operation of the"Jilin Early-warning Release"integrated media platform,achieving good results in multi-scenario applications.In addition,the"dissemination-feedback-evaluation"early-warning science popularization closed-loop formed based on the standard has been initially implemented and further rooted in industry departments.Finally,optimization suggestions are put forward from four dimensions:dynamic adaptation,cross-domain collaboration,hierarchical training,and feedback evaluation,providing references for the improvement of the standard and the enhancement of early-warning dissemination efficiency across the nation.
