Abstract
Building county-level learning cities serves as a critical link between integrated urban-rural development and the establishment of a lifelong learning system for all.It also constitutes an essential pillar for implementing the strategy of building China's strength in education and the rural revitalization strategy.On February 10,2026,the China Association for Standardization(CAS)issued T/CAS 1181-2026,Guidelines for building county-level learning cities,which is the first systematic standardization document for building learning cities at the county level.This paper introduces the background of the standard's development and interprets its main technical content,with the aim of providing standardization guidance for the building of county-level learning cities across the country and promoting high-quality lifelong education at the county level.关键词
