Analysis of the Implementation and Operation Mechanism of Sanming Medical Reform Based on Institutional Change Theory
摘要
Abstract
Objective To explore the implementation and operational mechanisms of the Sanming healthcare reform,and pro-vide theoretical support and practical references for deepening the reform of medical and health system.Methods Based on the the-ory of institutional change,the operational mechanisms of the Sanming healthcare reform were analyzed,the key influencing factors of its institutional change were investigated,and the practical challenges and breakthrough pathways for promoting the Sanming ex-perience were revealed.Results Environmental pressures such as population aging and medical insurance fund deficits are the in-ducing factors of the Sanming healthcare reform.Political elites and their mastery of management techniques are the driving forces for its development and qualitative transformation.The government-led healthcare system is the guaranteeing factor for the sus-tainable development of the Sanming healthcare reform.Conclusion Sanming healthcare reform is a Chinese solution to the world-wide challenge of healthcare reform.However,in the process of promoting the Sanming experience,various regions face issues such as insufficient logical understanding,technical gaps,interest conflicts,apprehension of difficulties,and lack of coordination.Future reforms should focus on optimizing policy adaptability and fostering diversified collaborative innovation to transition health-care reform from"local exploration"to"nationwide deepening",thereby facilitating the implementation of the Healthy China Initi-ative.关键词
