Effect Evaluation of Comprehensive Reform in Public Hospitals of Xuzhou City under the Background of National Assessment and High-Quality Development

Abstract
Objective To analyze the evaluation data on the effectiveness of the comprehensive reform in public hospitals in Xuzhou City in 2024,explore the current status and existing problems of the reform,thereby providing recommendations for further improving the performance and promoting the high-quality development of public hospitals.Methods Data were collected from 14 tertiary public hospitals in Xuzhou City in 2024,and conducted comprehensive evaluation using the entropy weight-TOPSIS method from four dimensions of medical quality,operational efficiency,sustainable development,and satisfaction assessment.Re-sults Among the primary indicators,medical quality had the greatest impact on the effectiveness of the comprehensive reform,with a weight of 0.5061.Among the secondary indicators,the four indexes with the highest weights were the proportion of day surgeries among elective surgeries(0.1330),energy consumption expenditure per 10,000 Yuan of revenue(0.1040),the physician-to-nurse ratio(0.0898),and the incidence of complications in surgical patients(0.0849).In terms of ranking,specialist hospi-tals H and N secured the top two positions,indicating that their reform outcomes were relatively optimal.General hospital C ranked last.Conclusion Under the dual impetus of national assessments and high-quality development,public hospitals in Xuzhou have achieved phased progress in comprehensive reforms.However,challenges such as uneven development among insti-tutions persist.Future efforts should focus on establishing a performance evaluation mechanism centered with medical quality,strengthening talent development,refining operational management,and implementing categorized guidance and targeted support based on hospital roles to promote the high-quality development across regional hospitals.关键词
