Abstract
Objective To analyze the thematic structure and evolution of elderly care service policies in Shenzhen,a typical in-migrant city,from the perspective of healthy aging,so as to provide references for improving relevant policy formulation.Meth-ods Based on the texts of elderly care service policies from 1995 to 2024 of Shenzhen,the LDA topic model and Word2Vec word vector technology were employed,combined with topic intensity calculation and similarity analysis,to systematically examine the distribution characteristics and evolutionary paths of policy topics.Results Three core topics were identified as policy incentives and industry regulation,construction and standardized development of elderly care institutions,and operation and comprehensive support of community elderly care services.Policy evolution showed three distinct stages of the budding period(1995～2010)fo-cused on building a foundational supportive environment,the development period(2011～2020)characterized by service diversi-fication and domain expansion,and the maturation period(2021～2024)trended towards systematic and integrated development.The analysis of thematic evolution paths revealed that the number of policy topics expanded from 3 to 8,exhibiting a"convergence-divergence"characteristic.Conclusion A comprehensive elderly care policy system covering three core areas of incentive regula-tion,institutional construction,and community services has been established in Shenzhen.Its evolution reflects a development trend from basic construction to multi-dimensional support and refined services,gradually covering the core dimensions of healthy aging.However,the direct policy support for the intrinsic capacity of older adults remains insufficient,and cross-system coordi-nation in areas such as smart elderly care and integrated medical-nursing care needs to be strengthened.In the future,efforts should be focused on areas such as functional assessment and intervention for the elderly,application of smart health and elderly care technologies,and integrated medical and elderly care service models.It is necessary to strengthen health intervention policies oriented towards prevention and promote the deep integration of cross-departmental resources in key areas.关键词
