How Can Scenario-Driven Approaches Become Reproducible Best Practices in Digital Government Development:An Analysis Based on Multiple Cases in City B
摘要
Abstract
[Purpose/Significance]The functionality of scenarios extends beyond merely serving as a"ve-hicle".Scenario-driven approaches offer an innovative perspective for comprehending the logical relationship between digital government and its operational frameworks.This paper endeavours to transcend the limitations of predominantly"Technological Determinism"-based theoretical frameworks,thereby broadening the research hori-zon for digital government scenario discourse.[Method/Process]Employing a theoretical analytical framework of'Objective-Structure-Effectiveness',this study examines three representative cases from the digital government development process in City B.Treating digital transformation as a condition and the'scenarios'within digital government construction as variables,it thoroughly investigates the spatial structure of virtual scenarios from a micro-level.[Result/Conclusion]The target,structural and efficacy dimensions—which respectively drive sce-nario innovation,enhance scenario application and examine the implementation mechanisms for scenario deploy-ment—have become replicable practices in digital government development.Comparative analyses of scenario ty-pology,dimensional expansion of case scenarios and innovative scenario applications provide experiential insights and actionable blueprints for digital government construction in other megacities,including City B.关键词
