技术治理视角下超大城市网格化管理的驱动机制研究
Research on the Driving Mechanisms of Grid Management in Megacities from the Perspective of Technological Governance:A Case Analysis of District P in Chengdu

Abstract
[Purpose/Significance]Focusing on the core issue of"from grid information collection to grass-roots governance collaboration",this study takes District P of Chengdu as a case to explore how to enhance the efficiency of grassroots governance in megacities by optimizing grid information collection and processing work-flows,thereby improving the capacity for grassroots information integration and collaborative processing.[Meth-od/Process]Using case analysis and in-depth interviews,and based on holistic governance theory,an analytical framework of"information collection and processing-information transmission and handling-information feedback and supervision"was constructed from three attribute levels:foundation,collaboration,and value.This framework was applied to conduct an in-depth analysis of the practical experience of District P's grid management in terms of its technological foundation,organizational operation,and closed-loop standardization.[Result/Con-clusion]The findings indicate that accurate and timely grid information collection,a scientific and standardized information transmission mechanism,and the efficient information integration and collaborative processing capa-bilities of comprehensive governance centers are key to promoting the shift from"experience-based governance"to"data-driven governance"at the grassroots level.Based on these findings,the governance experience of District P is summarized from four aspects:philosophy,system,mechanism,and safeguards,with the aim of providing useful references for improving the efficiency of grassroots governance in megacities.关键词
