摘要
Abstract
[Purpose/Significance]As global competition for critical minerals intensifies,understanding the diverse policies and situations and strategic landscapes of various nations is paramount.The clarity is essential for informing domestic policy formulation,thereby safeguarding our nation's critical minerals sup-ply chain security and fostering economic development and national security.[Method/Process]This paper is based on the International Energy Agency's critical minerals policy tracking dataset and combines policy scanning from various countries'websites to form a critical minerals policy dataset.On the basis of basic quantitative statistics,the paper further analyzes the types of policies and the definition of critical minerals to clarify the characteristics of each country's critical mineral policies and the application of critical mineral technologies,establishing a critical mineral policy system.[Result/Conclusion]The findings indicate that leading nations mainly guide the development of critical minerals through strategic plans and adopt measures to strengthen the construction of critical mineral infrastructure,research and development of key technol-ogies,and the training of professionals.Legal standards and review mechanisms are used to promote the security of the critical mineral supply chain.Critical minerals possess two distinctive attributes:geopolitical significance and resource scarcity.This paper,by integrating the content of national critical mineral policies with these unique attributes,constructs a policy framework for critical minerals.This framework is charac-terized by an internal safeguard system encompassing strategic guidance,financial support,talent cultivation,and technological innovation,as well as an external security network focused on international cooperation and supply chain diversification.关键词
