新质生产力视角下的知识产权政策计量分析
Metric Analysis of Intellectual Property Policies for the Development of New Quality Productive Forces

Abstract
[Purpose/Significance]New quality productive forces serve as the core driving force for future high quality development,relying on three key mechanisms:innovation-driven development,restructuring of factor structures,and upgrading of industrial systems.Intellectual property rights(IPR),with their dual attri-butes of institutional norms and technological resources,play a crucial role in supporting the development of new quality productive forces.[Method/Process]This paper clarifies the underlying logical relationship be-tween IPR systems and the development of new quality productive forces,and examines its functional mech-anisms across three pathways:technological breakthroughs,factor allocation,and industrial upgrading.As in-tellectual property policies embody the institutional framework of IPR,this paper employs a two-dimensional analytical framework of"policy tools-policy objectives"to systematically code and analyze 116 national-level intellectual property policy documents from 2012 to 2024,identifying the structural characteristics and alloca-tion biases of policy interventions.[Result/Conclusion]The findings indicate that,currently,policy tools are dominated by policy directional and command-and-control types,with insufficient allocation of promotional and intervention-based instruments,thereby failing to establish a closed-loop system of dynamic driving,in-stitutional supply,and value empowerment.Policy goals primarily emphasize factor allocation and industrial upgrading,while precise incentives for original innovation and technological breakthroughs remain inadequate.Accordingly,this paper proposes policy recommendations,including optimizing tool structures,enhancing the flexibility and precision of incentive mechanisms,strengthening the deep integration of institutional frame-works and innovation pathways,and improving an intellectual property governance system covering the entire value chain.These recommendations aim to provide policy support for advancing the development of new pro-ductive forces and building an intellectual property powerhouse.关键词
