国家政策要求与师资引才现实为何脱节?
Why is There a Disconnect between National Policy Requirements and the Reality of Faculty Recruitment?

Abstract
Vocational colleges are encountering practical challenges in attracting high-level talents with corporate backgrounds.Focusing on the announcement documents for high-level talent recruitment in vocational colleges and employing the analytical framework of policy implementation theory,combined with data analysis from in-depth interviews,this study reveals several contradictions:the contradiction between the"rigid standards"and"real-world adaptability"of policies concerning corporate work experience for highly educated talents;the dual contradictions of"compliance dilemmas"and"goal conflicts"faced by vocational colleges as recruitment entities;the dual challenges of"supply scarcity"and"selection exclusion"encountered by the target group of highly educated talents;and the dual constraints of"lack of external support"and"institutional barriers"in policies related to corporate work experience.Based on these findings,it is recommended that at the policy design level,the real-world adaptability of policies for attracting highly educated talents to vocational colleges should be enhanced;at the interest coordination level,a balance must be achieved between the employment needs of vocational colleges and the developmental aspirations of highly educated talents;at the resources allocation level,essential support for policy implementation in vocational colleges must be strengthened;and at the supervision enhancement level,a comprehensive evaluation mechanism centered on vocational colleges must be established.关键词
