林业现代化背景下小农户参与国户联营的形成逻辑、现实障碍及破解路径研究
Formation Logic,Practical Obstacles,and Solutions for Smallholders' Participation in State-Household Joint Management under the Context of Forestry Modernization

Abstract
The state-household joint management is a forestry cooperative management model that simultaneously promotes the reform of the collective forest tenure system and state-owned forest farms,aiming to achieve the policy objectives of national greening,forest farm development,and forest farmer prosperity,thus making significant contributions to China's forestry modernization.Based on in-depth interviews from Fujian and Jiangxi provinces,this study constructs a"relationship-motivation"analytical framework through grounded theory to systematically identify and analyze the practical obstacles and their formation mechanisms for smallholders'participation in state-household joint management.The study finds that the obstacles are manifested as intrinsic constraints of forest land,hidden occupation of benefits,and bidirectional information mismatch.Their formation mechanisms are as follows:state-owned forest farms adopt strategic responses under the combined effects of multiple pressures and performance considerations,with formal participation and substantive land selection weakening their joint management driving capacity;smallholders adopt passive adaptation under the combined effects of dual repulsion and risk aversion,with formal indirect participation and substantive self-compromise resulting in insufficient participation capacity.Through the interactive catalysis of both parties,these factors jointly shape the practical obstacles for smallholders'participation in state-household joint management.This urgently calls for improving the joint management system,enhancing the intrinsic motivation of forest farms,creating a fair management atmosphere to safeguard smallholders'benefits,and establishing an interactive coordination platform for information and resources to leverage the joint effects,thereby helping forest farmers better integrate into the development of forestry modernization.关键词
