绿色金融功能视角下林票制度的逻辑演进、模式比较与对策建议
Logical Evolution,Model Comparison,and Policy Recommendations of the Forest Ticket System:A Study from the Perspective of Green Finance Functions

Abstract
The forestticket system is an important innovative practice for deepening the reform of the collective forest tenure system and promoting green finance.By revitalizing forest resources through financial instruments,this system not only serves as an important pathway for practicing the philosophy that"lucid waters and lush mountains are invaluable assets"and realizing the value of ecological products,but also holds profound significance for the modernization of forestry.The forest ticket system performs three major functions in promoting green finance:resource allocation,risk management,and value realization.Its development in China has gone through four stages:constructing a modern property rights system,innovating the forestry financing mechanisms,regional piloting of the system,and nationwide promotion of the system.Currently,the system still faces several challenges,for example,it only has a single issuing entity and an undiversified risk backstop mechanism;it lacks standardized asset quantification criteria and systematic risk prevention tools;it is beset by fragmented data integration,market segmentation,insufficient liquidity,and limited financing instruments.Therefore,future efforts should focus on strengthening the green resource allocation function by diversifying issuing entities and establishing a standardized value accounting system,improving the risk management function by innovating risk-sharing mechanisms and setting up liquidity firewalls,and enhancing the value realization function by building a unified trading platform and developing diversified financial products.关键词
