Investing in People and Lifelong Skills Formation:A Perspective from Human Capital Theory
摘要
Abstract
Long-term economic growth and high-quality development rely on sustained investment in human capital.Human capital theory proposes that investments in human capital such as education,training and health can improve labor productivity and promote the advancement and diffusion of technology.In the new era,the state has elevated investing in people to an important orientation of macroeconomic policies,emphasizing the improvement of population quality through systematic input,which further highlights the fundamental role of human capital in economic growth.Against this backdrop,investing in human capital should be grounded in lifelong skills formation.Amid continuous and rapid technological iteration,the risk of depreciation of human capital stock rises,making it necessary to promote constant skills renewal throughout the full lifecycle through sustained investing in people.Given the self-production and dynamic complementary effects in individual ability formation,investing in human capital is characterized by dynamic sustainability.Promoting lifelong skills formation requires continuous human capital investment throughout an individual's lifecycle.Institutionally,it should cover two dimensions:in the temporal dimension,enhancing the supply of early childhood education,improving the education and training system for adolescents and middle-aged groups,focusing on developing the elderly labor force,and building a full lifecycle skills formation system;in the content dimension,attaching importance to investing in health capital and non-cognitive abilities,so as to provide a high-quality foundation and long-term driving force for the continuous skills renewal of workers over their full lifecycle.关键词
