TOE框架下资源型城市产业发展新质生产力的路径研究
Paths to new quality productivity development for industries in resource-based cities under the TOE framework:NCA and fsQCA analysis using data of 114 cities

Abstract
Breaking away from outdated development models and fostering new quality productivity represent an inevitable requirement for industrial transformation and upgrading in resource-based cities.By introducing the Technology-Organization-Environment(TOE)theoretical framework,the study examines 114 resource-based cities' industries by using Necessary Condition Analysis(NCA)and fuzzy-set Qualitative Comparative Analysis(fsQCA)methods from a configurational perspective,and explores the pathways for generating high-level new quality productivity in these industries.The findings reveal that:no single antecedent condition across the technological,organizational,and environmental dimensions constitutes a necessary condition for achieving a high level of new quality productivity.Five configurational pathways have been identified for attaining high-level new quality productivity in resource-based urban industries,which can be categorized into three distinct models.Furthermore,significant regional heterogeneity exists in the developmental trajectories toward high-level new quality productivity.Based on these findings,the study proposes countermeasures and recommendations,including the integration of local resources,improvement of the business environment,and removal of development bottlenecks,thereby providing empirical support for the high-quality development of industries in resource-based cities.关键词
