The Return of Geopolitics and the Strategic Asset Logic of Ocean Ports

Abstract
The return of geopolitics and intensifying competition among major ports are reshaping the global supply chain,in which ocean ports function as both hubs and intermediary nodes.Western countries are increasingly committed to transforming ocean ports into valuable,rare,inimitable,and non-substitutable strategic assets.The relative value of the power attributes of ocean ports has been significantly enhanced,making them an important instrument through which Western countries seek to contain their competitors.Multinational corporations,as key geopolitical entities,interact with Western countries to jointly generate the strategic asset logic of ocean ports.The generation mechanism of this logic in ocean ports mainly includes four stages:strategic asset identification and narrative,policy guidance and resource docking,power projection and capital control,and strategic asset upgrading and radiation.The competition between the United States,Japan,and their multinational corporations for ocean ports as strategic assets will have a negative impact on the international community,China,and other countries in the Global South,exacerbating the fragmentation of the global supply chain,curbing the normal development of Chinese ports and shipping,and weakening the development autonomy of countries in the Global South.In this regard,China should be vigilant against the strategic asset narrative of the U.S.and Western countries regarding maritime ports,strengthen the protection of overseas interests,actively engage in port cooperation with Global South countries,and jointly safeguard the stability and growth of global supply chains.关键词
