Abstract
Artificial intelligence is driving a systemic transformation of public diplomacy,shifting its operational logic from digitalization to intelligentization.Since 2010,this transformation has unfolded across three distinct phases:an exploratory phase(2010-2016)marked by platform expansion and data-augmented analysis;a deepening phase(2017-2019)characterized by algorithmic leaps and emerging governance responses to computational propaganda;and a maturing phase(2020-present)defined by generative AI-driven content production and the integration of intelligent communication systems.Across these phases,AI has evolved from an auxiliary instrument into a structural capacity embedded within core public diplomacy functions,fundamentally reshaping the three pillars of practice.Listening mechanisms have advanced from selective monitoring to real-time sentiment mapping and predictive analytics.Advocacy has shifted from manually curated messaging to algorithmically optimized,platform-native communication.Cultural diplomacy has transitioned from one-dimensional project outreach toward a deeper focus on interactive trust-building and value alignment.The result is a public diplomacy paradigm defined by audience micro-targeting,precision engagement,human-machine collaboration,and deeper cognitive influence—oriented less toward information reach than toward the long-term shaping of belief structures and relational networks.These advances,however,carry systemic risks.Algorithmic echo chambers are becoming more pervasive and harder to detect;deepfakes and synthetic media pose persistent threats to institutional credibility;and technological dependence is generating structural vulnerabilities.For China,navigating this landscape requires a dual-track approach that integrates AI-enabled capabilities with traditional people-to-people diplomacy,leverages its strengths in AI-powered public services to foster algorithmic soft power,and actively contributes to shaping global AI governance frameworks-advancing a model of intelligent public diplomacy that balances technological innovation with strategic stability.关键词
