Normative Power as a Driver:The Paradigm Shift in the European Union's Digital Strategy

Abstract
Amid intensifying global digital competition,the European Union's digital strategy has shifted from focusing on single market integration to shaping the global digital order so as to maximize its interests.This transformation is driven by systemic pressures and the EU's threat perceptions,especially regarding economic security,data security,and its value framework.Although increasingly aggressive,the EU's digital strategy remains rooted in its role as a normative power,aiming to project influence through institutional export and security governance,both in service of strategic autonomy under digital sovereignty.This transformation has intensified global competition over digital power,institutions,and security.The European Union's perception of China has undergone a transformation-shifting from viewing it as a"partner"and"competitor"to regarding it as a"systemic rival".Consequently,the technological competition between China and the EU has been elevated by the latter to the level of a contest between governance models.In this context,within a global digital governance landscape featuring both cooperation and competition,safeguarding China's digital sovereignty remains a formidable challenge.关键词
