Mechanisms and Models of East-West Jointly Developed Industrial Parks in Promoting Endogenous Development of Less Developed Regions

Abstract
As a new institutional form of East-West industrial cooperation,jointly developed industrial parks play a significant role in exploring efficient regional linkage development models and enhancing regional development coordination.This study constructs an analytical framework of"exogenous support-endogenous transformation"and,based on an in-depth investigation of the Shanghai-Yunnan cooperation case,finds that jointly developed industrial parks promote endogenous development in less developed regions through three mechanisms:firstly,a multi-value co-creation mechanism driven by capital agglomeration from the eastern region and multi-actor collaborative participation in the western region,fostering an industrial symbiotic system.Secondly,a multi-knowledge spillover mechanism combining the transfer of eastern experience with the cultivation of human capital in the western region alleviates the rejection effect in industrial transplantation.Thirdly,a multi-innovation-driven mechanism integrating the introduction of eastern factors with the optimization of western industrial structure,breaking through the predicament of low-end industrial lock-in.Based on the dual dimensions of industrial relevance and industrial carrying capacity,the study further identifies four typical models of jointly developed industrial parks:chain agglomeration upgrading type,industrial vertical division type,local resource development type,and integrated service platform type.In the new stage,the high-quality development of jointly developed industrial parks should be promoted from three aspects:building cross-regional cooperation networks,advancing precise governance strategies,and integrating diverse actors.关键词
