Abstract
The Third Plenary Session of the 20th Central Committee of the Communist Party of China made a significant decision to formulate Law on the Promotion of Ethnic Unity and Progress,which was subsequently adopted at the Fourth Session of the 14th National People's Congress on March 12,2026.The enactment of this law is deeply rooted in the theoretical heritage that integrates Marxist ethnic theory,the fine traditional Chinese culture,and the Party's evolving framework for ethnic affairs.It is also grounded in practical foundations accumulated through grassroots Party building,the practice of co-con-struction,co-governance,and co-enjoyment,as well as the long-term experience of managing ethnic af-fairs in accordance with the law.Through systematic national legislation,the law achieves an organic uni-ty of political guidance and social participation,cultural identity and legal norms,top-level design and local exploration,thereby forming a distinctive comparative strength of China's governance.The formula-tion and adoption of this nationwide legislation not only reflects the strengths of the socialist model of eth-nic governance with Chinese characteristics but also contributes Chinese wisdom and a Chinese approach to addressing ethnic issues in the global context.关键词
