Abstract
This paper examines the internal mechanisms through which Law on Promoting Ethnic Unity and Progress-recently adopted by the National People's Congress-fosters a strong sense of community for the Chinese nation.The analysis is structured along three dimensions:practical,rule-of-law,and spiritual.In the practical dimension,large-scale mobility and widespread integrated living serve as the material basis for ethnic interactions,generating legal demands for the governance of inter-ethnically em-bedded communities.In the rule-of-law dimension,the law employs a promotional legislative framework that integrates rationale,policy,and accountability,transforming policy advocacy into binding legal insti-tutions and ensuring equal,rule-based safeguards for ethnic integration.In the spiritual dimension,through promoting the standard spoken and written Chinese language and constructing a shared spiritual home,the law reinforces daily interactions as a form of psychological identification.Ultimately,the law establishes an institutional bridge between objective ethnic interactions and subjective identity formation,thereby advancing the sense of community consciousness from a macro-level concept to a nationwide con-sensus.关键词
