村级换届选举中华侨参选的困境及解决路径
Challenges to and Solutions for Overseas Chinese Participation in Village Elections
摘要
Abstract
The election for village organization is a crucial component of the grassroots governance system.As Chinese citizens residing overseas,Overseas Chinese are confronted with practical challenges in participating in elections due to geographic distance,including high economic costs,significant time commitment,and disconnect between legal provisions and practice.This not only restricts the effective exercise of Overseas Chinese's right to vote and right to be elected,but also undermines the inclusiveness of rural governance and the formation of a cohesive synergy for rural revitalization.Based on field research conducted in Qingtian,Lishui,this paper analyzes the underlying causes of the difficulties faced by Overseas Chinese in participating in elections.It proposes systematic optimization pathways from three dimensions—technology,institutions,and services—to provide both theoretical and practical insights for facilitating Overseas Chinese participation in elections and safeguarding their legitimate political rights.关键词
