Historical background,situation analysis and key directions of the15th Five-Year Plan of forestry and grassland

Abstract
The five-year plan is a governance approach with Chinese characteristics,which has the functions of economic regulation,performance of duties and restraint of society.As a special comprehensive plan,the five-year plan for China's forestry and grassland development is a concrete embodiment of the national five-year plan in the field of forestry and grassland,and plays a macroscopic,strategic and policy role in leading the development of forestry and grassland.From the first Five-Year Plan to the 14th Five-Year Plan,the overall trend of the guiding ideology for forestry and grassland development has shifted from focusing on logging and giving priority to industry,to the combining harvesting and breeding and achieving comprehensive development,and then to ecological protection and green development.During the 15th Five-Year Plan period,the development situation of forestry and grassland will mainly shift from single management to systematic governance,from land greening to quality improvement,promoting industries and benefiting the people,and from industry-oriented thinking to multi-dimensional integration.The key development directions include winning the landmark battles of the"Three Norths"Project,advancing the construction of a nature reserve system with national parks as the mainstay,developing non-timber forest-based economy and expanding the forestry industry,strengthening sustainable forest management and accurately improving forest quality,doing well in the protection and restoration of forests,grasslands,wetlands and deserts,and enhancing disaster prevention and control and continuously improving support and guarantee capabilities.关键词
