我国粮食储备制度体系对国家储备林建设的借鉴
Insights from China's grain reserve system for the national reserve forest program

Abstract
Timber security is a vital component of national resource security,and the national reserve forest program is a crucial measure to ensure it.However,the current institutional framework for national reserve forest still requires further refinement.This paper aims to propose specific paths to optimize the institutional system of national reserve forest through cross-sector institutional learning,referencing the relatively mature national grain reserve system.By constructing an"objective-subject-instrument"analytical framework and utilizing structured focused comparison,process tracing and multi-criteria decision analysis,combined with expert scoring,this paper conducted quantitative scoring and qualitative verification on case studies of three national reserve forest construction enterprises.The findings revealed that the current institutional system of national reserve forest suffered from assessment misalignment caused by multi-goal overlap,land acquisition friction resulting from insufficient subject coordination,and a scarcity of resources and supervision due to a lack of supporting policy tools.Case analysis indicated that Company A achieved the best operational performance by virtue of its four-party linkage coordination mechanism and digital management tools.Based on these findings,the following optimization paths were proposed:First,in the objective dimension,implement the splitting of three accounts and construct a three-level national reserve forest structure encompassing strategic reserves,supply-guaranteeing reserves and social-commercial reserves to achieve alignment with operational objectives.Second,in the subject dimension,build a benefit-sharing coordination mechanism to reduce obstacles to land acquisition through administrative pre-mobilization and market-oriented operations.Third,in the instrument dimension,promote the three transformations of informatization,marketization and financialization,while improving the support of innovative tools such as monitoring and early warning systems,Forestry Equity Certificates(Lin Piao)and Carbon Sink Certificates(Tan Piao).关键词
