Using certification as a driver for understory economy food products:theoretical rationale and policy implications

Abstract
Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development identifies the development of the understory economy as a key strategy for diversifying the food supply system,creating broad prospects for the understory economy food industry.However,the industry is constrained by lack of standards,information asymmetry and insufficient supply chain coordination,leading to a failure of high-quality products to achieve premium prices.This paper constructs a theoretical analysis framework based on information economics,brand equity and institutional economics,which systematically explains the theoretical logic of certification in enhancing value through three core mechanisms:signal transmission,value enhancement and governance synergy.This paper proposes an integrated certification system with horizontal standards for sectors including understory cultivation,aquaculture and foraging,and a vertical structure with foundational and eco-grades to precisely quantify ecological value.Corresponding policy measures for promotion,incentives and oversight are provided,offering a theoretical foundation and practical pathway for systematically addressing industrial challenges and promoting the high-quality development of the understory economy food industry.关键词
