Pakistan's Counter-Terrorism Cognitive Operations from the Perspective of Securitization Theory
摘要
Abstract
[Purpose]This study takes the Pakistani government's 2024 policy of renaming Tehreek-e-Taliban Pakistan(TTP)as Fitna al-Khawarij(FAK)(Terrorist and Separatist Organization)as the entry point.It aims to analyze the in-depth value of this measure as a key component of Pakistan's systematic counter-terrorism cognitive operations,and reveal the predicament of developing countries'soft power in the struggle for international anti-terrorism narrative right.[Method]This study adopts the three-stage securitization model pro-posed by the Copenhagen School.It conducts an in-depth analysis of the systematic counter-terrorism cognitive operations launched by Pakistan,compares the implementation effects of the renaming measure between Pakistan's non-tribal areas and the tribal areas dominated by extremist forces,and explores the underlying factors contributing to the differentiated outcomes.[Result/Conclusion]The renaming initiative by the Pakistani government is a systematic counter-terrorism cognitive operation carried out through deconstructing religious symbols,reshaping public narratives and competing for cross-border discourse power,with the core goal of removing public opinion ob-stacles and building regional consensus for subsequent military operations.The effectiveness of this operation shows significant regional disparities:in non-tribal areas,it has effectively weakened the religious legitimacy and social support base of the target organization and consolidated the counter-terrorism consensus;however,its policy influence is limited in tribal areas.The use of cognitive approaches to a-chieve counter-terrorism goals represents a cutting-edge international practice with broad prospects for exploration and operation.Howev-er,it is still necessary to support grassroots capacity building and other related mechanisms to further enhance the anti-terrorism effect.关键词
