Abstract
Under the guidance of the overall national security concept,effectively managing cross-border governance of data intellectual proper-ty is of great significance for safeguarding national sovereignty,security,and development.Data intellectual property is not only a core asset for enterprises competing globally,but also a strategic resource that the state must strictly control.This dual nature leads listed companies,when fulfilling overseas information disclosure obligations,to face multiple risks,including loss of control over core data assets,leakage of supply-chain information,and involvement in geopolitical conflicts.Therefore,by establishing a classified and hierarchical data rights confirmation system,building a comprehensive sovereign shield for the entire lifecycle of cross-border data flows,and enhancing systemic counter-measure capabilities,orderly cross-border flow of data intellectual property can be realized on the basis of national security,providing a solid institution-al guarantee for high-level openness and high-quality development.关键词
