政策执行过程视角下对口援藏干部人才激励政策研究
Research on the Incentive Policies for Cadres and Talents in Pairing Assistance to Xi-zang from the Perspective of Policy Implementation

Abstract
Cadres and talents deployed in pairing assistance to Xizang are key actors in this na-tional strategy,whose enthusiasm and performance directly bear upon the quality and effec-tiveness of the assistance work.Since the formal establishment of the pairing assistance sys-tem in 1994,the central government and both assisting and receiving parties have intro-duced a series of incentive and guarantee policies,gradually forming a relatively comprehen-sive institutional system.Viewed through the lens of long-term policy evolution,these incen-tive policies exhibit notable characteristics:a shift from unidimensional to multidimensional policy content,improving policy precision,enhanced standardization,and fine-tuning predica-ted on subject stability.Within the analytical framework of policy implementation,their exe-cution reveals a clear organizational structure combining static and dynamic elements,a tar-get group performing duties across temporal and spatial boundaries,and a complex execution environment shaped by internal and external factors.Future research covering the entire life-cycle of these policies should examine the completeness of policy,the coordination among organizations,the recognition level among the target group,and the degree of support provid-ed by the execution environment.关键词
