算力发展赋能"双碳"行动:逻辑与实践路径
Computing Power Development Enabling"Double Carbon"Action:Logic and Practical Path

Abstract
The"dual carbon"target is the core strategy for China to cope with climate change and promote green development.As a new productivity in the era of digital economy,computing power is not only an important area of energy consumption,but also a key technology engine for enabling low-carbon transformation.They seem to be contradictory,but in fact they have the potential of mutual promotion and coordinated development.Based on the systematic change demand of"double carbon"goal,the paper combs the development overview of"double carbon"action and computing power,and analyzes the internal logic and practical path of computing power enabling carbon reduction.The study shows that the development of computing power can accurately match energy supply and demand,drive the upgrading of high energy-consuming industrial intelligence and enhance the efficiency of carbon emission management,thus systematically improving the low-carbon level of economy and society.However,the current"double carbon"action of computing power empowerment still faces a series of practical constraints,such as insufficient green power supply and cost pressure of computing power resources,obstacles of energy efficiency improvement of data centers,imperfect carbon accounting standards and market incentive mechanism,etc.Therefore,we should optimize the resource cost structure to alleviate the mismatch between supply and demand of computing power,improve the energy-saving transformation standards to enhance the energy efficiency level of computing power,improve the policy market mechanism to stimulate the carbon reduction vitality of computing power,and promote the deep integration of computing power and the"double carbon"goal.关键词
