Performance Evaluation of the"Three-Right Separation"Reform of Rural Homesteads from the Perspective of Value Co-Creation Theory

Abstract
Although the pilot authorization for the current institutional reform of the rural homesteads has temporarily concluded,the differentiated practical performance of the"three-right separation"reform of rural homesteads in various pilot regions demands in-depth reflection and examination.This is crucial for how to better empowering the regionalized promotion of rural revitalization,activating farmers'idle housing,and protecting the homestead use rights of rural migrants settled in cities.Therefore,this paper introduces the value co-creation theory to construct an analytical framework of"subject synergy-process interaction-goal compatibility-performance improvement".Taking Jizhou District of Tianjin as the research object,this adopts panel data from 2011 to 2023,employs the Synthetic Control Method(SCM)to evaluate the net policy effect of the"three-right separation"reform of rural homesteads,and applies the fixed effect model and mediation effect model to examine the value co-creation mechanism of the reform.The research results indicate that:(1)the"three-right separation"reform has significantly improved the comprehensive utilization performance of rural homesteads,and this conclusion has passed a series of robustness tests.(2)mechanism analysis reveals that the level of subject synergy,the intensity of interactive processes,and the goal compatibility of multiple stakeholders exert positive effects on the the comprehensive performance of homestead utilization;the reform mainly improves performance through two pathways:"strengthening the property rights empowerment effect"and"facilitating the factor activation effect".关键词
