THE IMPACT OF"THREE RIGHTS SEPARATION"REFORM OF HOMESTEADS ON RURAL HOUSEHOLDS'RELATIVE POVERTY

Abstract
After the comprehensive elimination of absolute poverty,China has entered the stage of relative poverty governance,and the"three rights separation"reform of homesteads has an important poverty reduction value.Based on the experience and evidence of Maidichong village in Yunnan province,China,and Amartya Sen's capability approach,this research empirically tested the impact of the"three rights separation"reform of the relative poverty of rural households by using the DID model.The results showed that:(1)The"three rights separation"reform of homesteads could alleviate the relative poverty of rural households,and the economic capacity,living capacity,production capacity,development capacity and psychological capacity of rural households had been significantly improved,and this conclusion was still valid after various robustness tests.(2)The poverty reduction effect of the"three rights separation"reform of homesteads was significantly different among different types of rural households.From the perspective of occupational differentiation,the poverty reduction effect of the homestead reform of part-time rural households was the best,followed by that of non-rural households and pure rural households.From the perspective of income differentiation,the poverty reduction effect of the homestead reform showed an increasing trend from low-income rural households to high-income rural households.In summary,the"three rights separation"reform of homesteads is an important policy tool for solving the relative poverty of rural households,and on the one hand,the in-depth implementation of the"three rights separation"reform of homesteads should focus on exploring the mechanism of improving the value of homestead power in many aspects to promote the growth of farmers'economic income;on the other hand,for the reform of different types of rural households'homesteads,attention should be paid to adopting targeted policies and providing precise guidance.关键词
