Abstract
Civil servant performance management is a key measure to improve the civil service system with Chinese characteristics and enhance government administrative efficiency.Taking the pilot practice of civil servant performance management in the transportation system of H Province as the research object, this paper systematically combs its development process from pilot exploration to provincial promotion and then to deepening improvement, and summarizes a new performance management model of"full coverage of personnel, whole process, all elements, and all data".The study finds that H Province has initially formed a practical and efficient performance management paradigm by constructing a hierarchical and classified performance indicator system, implementing the"11710"process control mechanism, developing a digitally empowered performance management system, and strengthening the application of results in the whole process of selection, training, management, and appointment. However, the current system still has problems such as insufficient coordination between performance management and assessment systems, poor linkage effects among links, weak performance culture, inadequate integration of information systems, and attenuated effectiveness of provincial-city-county three-level linkage.Based on the experience of Inner Mongolia,Tianjin,Anhui,Jiangsu and other regions, this paper puts forward countermeasures such as deepening theoretical research, optimizing the information system, improving the integration mechanism, cultivating performance culture, and strengthening organizational collaboration,so as to provide a replicable and extendable practical path and theoretical support for the construction of the civil servant performance management system.关键词
