Decision Planning and Implementation Pathways for Supporting Chinese Modernization through High-Quality Population Development during the 15th Five-Year Plan Period
摘要
Abstract
High-quality population development constitutes a critical component of the proposals for the 15th Five-Year Plan.During the 15th Five-Year Plan period,China's population development exhibits phased characteristics encompassing a massive population scale cou-pled with quantitative contraction,declining fertility rates,population aging,and regional divergence in population growth and decline.High-quality population development is the kinetic transformation of Chinese modernization and a manifestation of its unique advantages.The de-cision-making and planning for high-quality population development in the 15th Five-Year Plan period requires a systematic approach guided by a"comprehensive outlook on population"and increased investment in the all-round development of individuals,as well as the es-tablishment of differentiated institutions based on the spatio-temporal dimension and lifecycle dimension of population development,thereby providing robust support for smoothly realizing the development goals of the 15th Five-Year Plan Period and advancing Chinese moderniza-tion.关键词
