"投资于人"导向下耐心资本的价值实现与桎梏突破
The Value Realization and Constraint Breakthrough of Patient Capital under the Guidance of"In-vesting in People"

Abstract
Patient capital plays an important institutional role in fostering new-quality productive forces and advancing high-quality de-velopment."Investing in People"not only helps calibrate the development orientation of patient capital,but also unlocks its long-term val-ue attributes and strategic effectiveness,thereby facilitating its value realization.Guided by the"Investing in People"strategy,patient cap-ital reshapes the logic of corporate capital allocation at the micro level,builds a sustainable industrial ecosystem at the meso level,and drives a leap in the quality and efficiency of economic development at the macro level.However,the realization of patient capital's value is hin-dered by practical constraints,including an inadequate institutional environment,fragmented capital markets,ineffective fiscal and taxation instruments,and short-sighted corporate incentive mechanisms.To address these issues,we should focus on enhancing human capital ap-preciation and improving people's well-being:consolidate the support system for long-term value cultivation by improving institutions,promote the efficient coordination and cross-regional optimal allocation and circulation of capital factors via market improvement,establish a diversified and coordinated fiscal and taxation incentive system via policy optimization,and restructure governance mechanisms to form an enterprise development model characterized by the symbiosis of talent and capital.These measures will provide solid capital support for the implementation of the"Investing in People"strategy and high-quality economic development.关键词
