The Political Expansion of Digital-Intelligent Governance:A Three-Dimensional Interconstruc-tion Mechanism of Political Institution-Culture-Practice

Abstract
The vigorous development of digital-intelligent governance has brought about significant changes in the political field.The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to accelerate the establishment of systems and mech-anisms for developing the digital economy,providing a contemporary background and policy context for the study of its political expansion.Current research often falls into a single perspective of technological determinism,institutional centrism,or cultural criticism,failing to fully reveal the internal mechanism of the overall reconstruction of the political system driven by digital-intelligent governance,and has not clari-fied the interrelationship among the political system,political culture,and political practice under the embedding of technology.The research finds that the political expansion of digital-intelligent governance is essentially the deep interweaving of technological logic and political log-ic,and the political system,political culture,and political practice form an interrelationship of"institutional foundation,value support,and practical impetus".The coordinated evolution of the three determines the ultimate direction of the political expansion of digital-intelligent governance.Digital-intelligent governance can effectively promote the digital transformation of government functions,reshape political con-cepts,and optimize political participation models,forming a governance form with deep coupling of technology and institutions.At the same time,we must balance technological empowerment and political risk prevention to fulfill the original aspiration of a people-centered ap-proach.关键词
