Digital Burden:Practical Dilemmas and Rectification Pathways of Digital Platforms in Primary-Level Governance—A Case Study Based on the Practice of"Jucuntong"in City X

Abstract
The digital platform is an important path to empower primary-level governance and alleviate the burden on primary-level gov-ernance through digital technology.However,in practice,there has been a deviation in the application where the burden is greater than the empowerment.Based on the analysis framework of"Technology-Power-Emotion",this study found through a specific case study that dig-ital platforms have caused a burden dilemma for primary-level cadres,such as relying on vanity data brushing,futile work,complicating simple tasks and oversimplifying complex ones,exacerbating the disadvantaged status and the imbalance of rights and responsibilities.The formation logic lies in the fact that digital technology is difficult to fully capture complex social governance facts,departmental parochialism and hierarchical disconnection restrict the effectiveness of platform applications,and there is a contradictory tension between the emotional characteristics of mass work and the technical rationality of the platform.Based on this,we should remedy technical deficiencies,enhance digital technology's capacity to reflect real governance scenarios,strengthen technology execution,build a technology-power ecological sys-tem of vertical and horizontal cooperation,prevent excessive substitution of technology,and balance the complementary coexistence of tech-nology application and emotional bond.关键词
