Abstract
Xi Jinping's important discourse on reducing burdens at the primary level provides fundamental guidance and action for deepe-ning and expanding primary-level burden reduction work in the new era.This important discourse is inherited from the historical and cultur-al context of"when counties are well governed,the country enjoys peace.";Inherit the inherent caring sentiment of the CPC;Rooted in the affinity for the primary-level of Xi Jinping's work experience;and rooted in the social reality of heavy burden at the primary level in recent years.Based on the actual situation at the primary level,Xi Jinping has put forward a series of new views,judgments,and ideas on issues such as"why reduce""who will reduce""what to reduce",and"how to reduce",it points out the starting point,focus,key points,sup-port points,and foothold for reducing the burden at the primary level.Xi Jinping's important discourse on reducing the burden at the primary level is helpful in promoting ethical standards within the Party enhancing the efficiency of primary-level governance,stimulating the internal motivation of cadres,and serving the implementation of national strategies.It has significant practical value and far-reaching historical sig-nificance.关键词
