Abstract
In the utilization of low-altitude resources at the county level,issues such as redundant drone patrols across departments,fragmented data silos,and a persistent emphasis on infrastructure construction over operational management have long constrained the improvement of governance efficiency at the county level.The county-level low-altitude multi-span collaborative governance model of"one comprehensive flight"centers on four key steps:unified route planning,unified data collection,unified centralized processing,and on-demand targeted distribution.It takes the core water conservancy business as the main line to coordinate low-altitude routes across the county,creates a cross-domain data distribution mechanism,and establishes a closed-loop governace system for intensive utilization of low-altitude resources.High-frequency water conservancy inspections including reservoir dam inspections and river and lake inspections,serve as the operational backbone,during which non-water-related environmental elements are simultaneously captured,enabling a single flight mission to yield multi-departmental value.During the pilot period in Xinchang County,Zhejiang Province,a total of over 30,000 drone flights were completed.The number of proactive cases handled at the county level increases by 32.5%,complaints related to law enforcement decrease by 35%,and the average processing time is shortened by 21.3%.These findings preliminarily validate the practical potential of this model for breaking down departmental barriers and improving governance efficiency and can serve as a reference for the development of county-level low-altitude economies and digital reform.关键词
