From Management to Governance:The Logical Shift and Future Pathways of Cultivating High-level"Dual-qualified"Teachers in Vocational Education

Abstract
The limitations of traditional management logic are significant factors constraining the current cultivation of high-level"dual-qualified"teachers in vocational education.The shift from management to governance represents the concrete expression and application of the concept of"governance"in the field of vocational teacher education,and its value serves as a rational response to the cultivation of"dual-qualified"teachers viewed as a complex system,addressing practical dilemmas and meeting the contemporary challenges.The action framework for this transition requires system building rather than data compliance in governance goals,multi-stakeholder participation rather than single-actor dominance in governance subjects,deep collaboration rather than rigid constraints in governance mechanisms,and dynamic and intelligent modes rather than linear and extensive ones in governance methods.Based on this,the specific governance paths for high-level"dual-qualified"teacher cultivation should take meta-governance as the foundation and innovate cultivation systems oriented towards professional development;take collaborative governance as the core and build cultivation models with shared interests;take agile governance as the guide and improve technology-empowered cultivation support mechanisms.关键词
