Novel Method of Centralized-decentralized Voltage/var Control for Restoration Process of Power System

Abstract
In response to the challenges of significant voltage fluctuations and control difficulties caused by rapid chang-es in system structure and load during the black-start restoration process of power systems,a novel hierarchical central-ized-decentralized voltage/var control method is proposed in this paper.The system voltage control is coordinated opti-mized from both the temporal and spatial dimensions to ensure voltage security during the restoration process.Temporal-ly,a coordinated three-strategy approach is used,i.e.,long-term predictive optimization based on load demand and re-newable energy output forecasts,medium-term dynamic adjustment utilizing the real-time measurement data during the restoration period and short-term corrective control with real-time feedback,thus achieving the multi-timescale coordi-nated optimization.Spatially,a three-layer control framework comprising the global,regional and local layers is estab-lished,i.e.,the global layer makes system-wide optimization decisions using predictive information,the regional layer performs dynamic regulation of sub-regions based on global decisions,and the local layer implements real-time feed-back control according to regional instructions.This spatiotemporal coordinated optimization strategy effectively ensures voltage security during the system restoration process.The case study of one practical power grid demonstrates that the proposed method meets the voltage/var control requirements during the black-start restoration process,providing theo-retical support and reference for the optimization control of system restoration.关键词
