数字经济政策内容再生产的影响因素与路径研究
On the Influencing Factors and Paths of the Reproduction of Digital Economy Policy Contents

Abstract
Digital economy policies are key elements in ensuring the sustainable and healthy development of the digital economy.In the process of transmitting central policies to local governments,whether local governments can adjust and renew them according to local actual conditions is crucial for ensuring the effective implementation of central policies and enhancing the effectiveness of local digital economy governance.This study selects digital economy policy texts from 2015 to 2022 and employs a word vector model to calculate the reproduction coefficient of provincial digital economy policy contents,thereby quantifying the degree of refinement and innovation in policy text contents after provincial governments adopt central digital economy policies.On this basis,through a configuration analysis grounded in the"Technology-Organization-Environment"(TOE)framework,the study explores the influencing factors and pathway combinations of digital economy policy contents reproduction.The findings reveal that the overall level of policy contents reproduction across provinces is relatively low,with significant temporal and spatial variations.This reproduction is jointly influenced by factors such as digital economy development level,digital technology capacity,government attention,economic development level,industrial structure and social awareness.The study identifies three fundamental paths that effectively drive the reproduction of high-level policy contents:the public-driven model,the government-led model and the economic development model.Additionally,six sub-pathways are distinguished:technology-deficiency-public model,technology-public model,technology empowerment-government-led model,economic empowerment-government-led model,technology empowerment-economic development model,and industry-driven-economic development model.Among these,the technology-public model is the most prevalent,followed by the technology empowerment-economic development model.Provincial governments should adapt policy contents reproduction to local conditions,strengthen digital infrastructure,enhance innovation and application of digital technology,and encourage the public to pay attention to digital economy policies.关键词
