摘要
Abstract
To reveal the synergistic amplifying effect of urbanization and climate change on flash flood disasters,the"7·16"flood in Baoji City was taken as an example, and the chain coupling effect between river cross-section contraction and extreme rainfall was systematically analyzed in combination with national flash flood disaster survey data. The results show that human engineering activities, such as channel encroachment and expansion of impervious surfaces, caused the maximum cross-section contraction ratio in the Shiba River basin to reach 60%over the past decade.Superimposed with the increase in extreme rainfall intensity and the northward shift of rain belts induced by climate change,a chain disaster amplification effect of"cross-section contraction-rainstorm intensification"was formed, significantly aggravating flash flood risk.On this basis,a comprehensive governance framework integrating"spatial control, ecological restoration, and resilient engineering"is proposed, including delineating ecological red lines for river channels, promoting sponge city construction, and establishing flash flood insurance and community disaster prevention systems. The study can provide a scientific basis for flash flood risk prevention and control in the process of urbanization.关键词
