Comprehensive evaluation and analysis of flood control management in Taohe River Basin

Abstract
[Objective]This study aims to establish a comprehensive evaluation system for flood control management,providing theoretical foundations and practical references for flood control management and evaluation in the Yellow River Basin.[Methods]Focusing on the Taohe River Basin—a typical tributary in the Gansu section of the upper Yellow River—an integrated evaluation indicator system for flood control management was developed,encompassing four dimensions:resources and environment,socioeconomic,infrastructure,and disaster management.Twenty representative secondary indicators were selected,with weights determined using the AHP-entropy weight method.TOPSIS method and principal component analysis were applied to conduct dynamic evaluation and analysis of flood control management effectiveness in the Taohe River Basin from 2004 to 2023.[Results](1)The resource and environment dimension held the highest weight(0.46)in the overall evaluation,emerging as the core factor influencing regional flood control capacity.(2)The flood control effectiveness of the Taohe River Basin showed a significant upward trend from 2004 to 2023.While flood control capacity continuously strengthened over time,spatial variations were evident across counties and districts within the basin.Lintao County demonstrated a sustained improvement in flood control management,achieving a relative proximity of 0.643 and a principal component score of 5.401,indicating relatively outstanding flood control capabilities.In contrast,while the other five counties and districts showed annual improvements,their management levels remained lower than Lintao County's,indicating substantial potential for further enhancement in flood control efforts.[Conclusion]Flood control management in the Taohe River Basin has shown an upward trend over the past two decades,with management effectiveness gradually emerging.However,regional disparities remain pronounced.关键词
