城乡融合视域下西部农村"投资于人"的痛点分析及其应对策略
Analysis of pain points and coping strategies for"investing in people"in western rural areas from the perspective of urban-rural integration
摘要
Abstract
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly proposed the shift in development logic from"investing in material capital"to"investing in people"in the new stage.Under the urban-rural dual sys-tem,farmers in the western region represent"the most vulnerable group"within the national element of"people"and should be-come the primary focus during the stage of promoting integrated urban-rural development.From the"demand-supply"analytical framework,while significant progress has been made in physical infrastructure construction guided by the"investing in material capital"approach through actions like the New Rural Construction,the Western Development Strategy,and Poverty Alleviation,three major pain points persist:the impaired development capacity and stagnant agricultural income of farmers in the western re-gion,the difficulties migrant workers face in integrating into cities and establishing roots across urban and rural areas,and the weak social support systems for left-behind groups,threatening their sustained well-being.However,rural revitalization is ulti-mately about human revitalization;but without the full development of people,there can be no genuine rural revitalization.Based on this,this paper proposes a"new tilting"and"new unbalanced"strategy focused on investing in the"farmer groups in the western region".It advocates employing"patient capital"to invest in"urban-rural integration","welfare equalization",and"service bal-ance",thereby addressing the development pain points of these farmers.This approach aims to tackle the challenges of"human re-vitalization"in rural revitalization,"human development"in regional coordinated development,and"human modernization"in the process of Chinese modernization.关键词
