投资于人战略下农村人力资本积累的内在逻辑、政策演进与实践路径
The intrinsic logic,policy evolution,and practical pathways of rural human capital accumulation under the strategy of"Investing in People"
摘要
Abstract
High-quality population development is a crucial measure to support the Chinese path to modernization,with a focus on investing in human resources.Especially in the process of comprehensively promoting rural revitalization and promoting inte-grated urban-rural development under the strategic foundation of common prosperity,it is necessary to further strengthen the accu-mulation of rural human capital through investing in human resources.To this end,this paper reviews the specific policy docu-ments related to rural human capital accumulation in the"No.1 central document"from 2006 to 2025,explores the development process and goal orientation of rural human capital policies,and conducts qualitative research on the policy evolution laws based on policy content,environment,supply,and demand as the three major dimensions of policy tools.The study finds that the evo-lution of investment in rural human capital in terms of policy content exhibits dynamic characteristics of focusing on the foundation and favoring multiple points.Supply-oriented policy tools dominate the policy,environmental-oriented policy tools support the policy,and demand-oriented policy tools are slightly insufficient at the policy application level.Therefore,future policies need to adjust the policy structure of investing in people,activate the cyclical vitality of such investments,and build a toolkit for investing in people,to address the challenges of rural population decline and economic transformation,drive comprehensive rural revitaliza-tion,and promote the modernization of agriculture and rural areas.关键词
