Development Strategies for Urban(Suburban)Trains Operating on Existing Railways

Abstract
[Objective]As the primary carriers of new urbanization,metropolitan areas are facing increasingly growing demand for urban(suburban)travel.This study systematically investigates development strategies for operating urban(suburban)trains using existing railway resources,aiming to provide effective pathways to meet this demand.[Methods]A case database of urban(suburban)trains on existing railways in China was established,and the root causes of shortcomings in the integration of railways into urban transportation services were analyzed and discussed.[Results]Urban(suburban)trains operating on existing railways in China were classified based on service delivery methods into"infrastructure-operation separation"and"infrastructure-operation integration"in terms of investment and construction modes and management and operation modes.The root causes of existing problems in urban(suburban)trains operating on existing railways mainly included unclear institutional mechanisms under multiple stakeholders,weak responsibility awareness of operating entities,mismatch between service supply and demand,and complex standard systems.[Conclusion]Multi-dimensional and multi-level development strategies for urban(suburban)trains operating on existing railways are proposed,focusing on institutional mechanism reform,integrated urban public transport development,TOD development models,the introduction of strategic emerging industries,operational organization modes of urban(suburban)trains,and standard system development,which can address the aforementioned problems.关键词
