Sociocultural Intelligence Supports National Security Strategic Decision-Making:Theoretical Analysis and Operational Pathways

Abstract
[Purpose/Significance]Research on sociocultural intelligence for specific countries and regions centers on systematically mastering their rich knowledge systems encompassing indigenous social humanities,historical culture,and ethno-geography.This study can provide valuable insights for China's relevant strategic planning and implementation.[Method/Process]By comprehensively adopting literature review and comparative analysis,this paper first defined the essence of national security strategic decision-making based on official reports,and clarified the core connotation and unique supporting value of sociocultural intelligence.It then drew on practical cases of the European Union and analyzed the operational logic of sociocultural intelligence in national security strategic decision-making.Next,it summarized the specific influencing paths in threat identification,agenda setting and policy selection.Finally,it put forward targeted enlightenments suitable for China's national conditions and practical needs.In terms of research logic,the study in response to China's security policies and regulations,followed a logical analytical framework comprising"problem identifi-cation,theoretical analysis,practical reference,pathway analysis,and policy recommendations."Centered on the core proposition of how sociocultural intelligence supported national security strategic decision-making,the study examined three key aspects:First,it systematically analyzed the theoretical foundations underpinning the role of sociocultural intelli-gence in supporting national security strategy.Second,it dissected practical cases of how the European Union utilized sociocultural intelligence to support national security strategic decision-making,providing empirical references to clarify the relationship between sociocultural intelligence and national security strategic decision-making.Third,it explored the pathways through which sociocultural intelligence supported national security strategic decision-making,thereby offering practical solutions to address the real-world challenges China faced in this field.[Result/Conclusion]Grounded in theoreti-cal interpretation and practical considerations,this study provides a systematic review and academic analysis of the role of sociocultural intelligence in supporting strategic decision-making on national security.Research indicates that social and cultural intelligence can support national security strategic decision-making through three primary pathways:enhancing threat identification,underpinning agenda setting,and facilitating informed policy choices.The European Union's intelli-gence fusion practices could offer valuable references for China.Based on China's national conditions and resource endow-ments,the study proposes recommendations in four areas:1)Establish a theoretical analytical framework that deepens the intelligence value of sociocultural factors from the perspective of the comprehensive security concept.2)Promote interdisci-plinary integration and methodological innovation to encourage the multidimensional expansion of sociocultural intelligence acquisition channels.3)Enhance sociocultural intelligence databases and capacity building,while prioritizing the expan-sion of intelligence perception and support capabilities.4)Strengthen policy support and cross-departmental collabora-tion mechanisms,with a focus on developing a professional workforce for social and cultural intelligence.关键词
